The new arrangement is always solvable if possible. The locations of the remaining tiles remains unchanged. Reshuffle takes all of the tiles on the board and reshuffles them. The hint is not intelligent in any way - there is no guarantee that it will remove the "right" pair of tiles and you cannot always solve a puzzle just by repeatedly asking for hints. The hint just finds a pair of matching tiles to remove them. In classic mode, there are hints, reshuffles, and undoes. However, because you can't see tiles that are completely covered, there is no way to know which sun is the one covering up the last sun. In order to finish the puzzle, you need to match the sun that is on top of the last sun so you can free up that last sun to match.
